World lacks enough food, fuel as population soars: U.N.

The world is running out of time to make sure there is enough food, water and energy to meet the needs of a rapidly growing population and to avoid sending up to 3 billion people into poverty, a U.N. report warned on Monday.
 As the world's population looks set to grow to nearly 9 billion by 2040 from 7 billion now, and the number of middle-class consumers increases by 3 billion over the next 20 years, the demand for resources will rise exponentially.
 Even by 2030, the world will need at least 50 percent more food, 45 percent more energy and 30 percent more water, according to U.N. estimates, at a time when a changing environment is creating new limits to supply.
 And if the world fails to tackle these problems, it risks condemning up to 3 billion people into poverty, the report said.
 Efforts towards sustainable development are neither fast enough nor deep enough, as well as suffering from a lack of political will, the United Nations' high-level panel on global sustainability said.
 "The current global development model is unsustainable. To achieve sustainability, a transformation of the global economy is required," the report said.
 "Tinkering on the margins will not do the job. The current global economic crisis ... offers an opportunity for significant reforms."
 Although the number of people living in absolute poverty has been reduced to 27 percent of world population from 46 percent in 1990 and the global economy has grown 75 percent since 1992, improved lifestyles and changing consumer habits have put natural resources under increasing strain.
 There are 20 million more undernourished people now than in 2000; 5.2 million hectares of forest are lost per year - an area the size of Costa Rica; 85 percent of all fish stocks are over-exploited or depleted; and carbon dioxide emissions have risen 38 percent between 1990 and 2009, which heightens the risk of sea level rise and more extreme weather.
 The panel, which made 56 recommendations for sustainable development to be included in economic policy as quickly as possible, said a "new political economy" was needed.
 "Let's use the upcoming Rio+20 summit to kick off this global transition towards a sustainable growth model for the 21st century that the world so badly needs," EU Climate Commissioner Connie Hedegaard said in response to the report, referring to a U.N. sustainable development summit this June in Brazil.
 ACTION
 Among the panel's recommendations, it urged governments to agree on a set of sustainable development goals which would complement the eight Millennium Development Goals to 2015 and create a framework for action after 2015.
 They should work with international organizations to create an "evergreen revolution," which would at least double productivity while reducing resource use and avoiding further biodiversity losses, the report said.
 Water and marine ecosystems should be managed more efficiently and there should be universal access to affordable sustainable energy by 2030.
 To make the economy more sustainable, carbon and natural resource pricing should be established through taxation, regulation or emissions trading schemes by 2020 and fossil fuel subsidies should also be phased out by that time.
 National fiscal and credit systems should be reformed to provide long-term incentives for sustainable practices as well as disincentives for unsustainable ones.
 Sovereign wealth and public pension funds, as well as development banks and export credit agencies should apply sustainable development criteria to their investment decisions, and governments or stock market watchdogs should revise regulations to encourage their use.
 Governments and scientists should also strengthen the relationship between policy and science by regularly examining the science behind environmental thresholds or "tipping points" and the United Nations should consider naming a chief scientific adviser or board to advise the organization, the report said.

Arrests in Oakland protests rise to more than 400

Crews cleaned up Oakland's historic City Hall on Sunday from damage inflicted overnight during violent anti-Wall Street protests that resulted in about 400 arrests, marking one of the largest mass arrests since nationwide protests began last year.

Oakland has become an unlikely flashpoint for the national "Occupy" protests against economic inequality that began last year in New York's financial district and spread to dozens of cities.
The protests in most cities have been peaceful and sparked a national debate over how much of the country's wealth is held by the richest 1 percent of the population. President Barack Obama has sought to capitalize on the attention by calling for higher taxes on the richest Americans.
Occupy protests focused on Oakland after a former Marine and Iraq war veteran, Scott Olsen, was critically injured during a demonstration in October. Protesters said he was hit in the head by a tear gas canister but authorities have never said exactly how he was hurt.
The Occupy movement appeared to lose momentum late last year as police cleared protest camps in several cities.

Police in riot gear moved in to drive back the crowd, which they estimated at about 500 protesters.

The indictment also accuses unnamed union leaders of intimidation and interference to protect the officers, including a depiction of a rat posted on a bulletin board and a cartoon saying "You know what we do with snitches?" in a police locker room.
The U.S. attorney for Connecticut, David Fein, said the investigation is still looking into other incidents and individuals. Officials said no more arrests were expected Tuesday.
Maturo, a Republican who took office Nov. 19, recently reinstated Gallo as police chief. Gallo had been on paid administrative leave since federal authorities began investigating in 2010. Maturo said he backs the police.
"I stand behind the police department," he said. "We have a great police department."
 The U.S. Department of Justice, which has pledged to reach out to the police department to work on reforms, said last month that the department engaged in a pattern of discrimination against Latino residents. Investigators said their probe was complicated by efforts to interfere with witnesses and by police silence.
Nearly half or a third of the drivers pulled over by certain officers were Latino, and the number of Latinos pulled over by certain squads was "extraordinarily high," said Roy Austin Jr., deputy assistant attorney general for the civil rights division. Newt Gingrich mocks Romney for his ‘self deport’ immigration plan

Newt Gingrich Wednesday criticized Mitt Romney's suggestion that illegal immigrants should deport themselves as an "Obama-level" fantasy that is inhumane. In an interview with Univision's Jorge Ramos, Gingrich laughed when asked about Romney's plan. "I think you have to live in a world of Swiss bank accounts and Cayman Island accounts and automatic, you know, $20 million a year income with no work to have some fantasy this far from reality," Gingrich said.
During Monday's debate, Romney said he would not round up and deport the country's estimated 11 million illegal immigrants. Instead, he would encourage them to voluntarily return to their home countries by more strictly enforcing laws that forbid them from working. "The answer is self-deportation, which is people decide they can do better by going home because they can't find work here because they don't have legal documentation to allow them to work here," he said.
The idea is not new. Kansas secretary of state and anti-illegal immigration activist Kris Kobach, who recently endorsed Romney, has written about how state and local politicians can mandate increased enforcement of immigration laws in an effort to get illegal immigrants to leave out of fear. Kobach writes model immigration legislation for other states. His laws, including Arizona's SB1070 and Alabama's version of it last year, have drawn suits from the federal government, which says the states are interfering with the federal government's control over immigration.
Unlike Romney, Gingrich has said he supports a limited path to legalization for immigrants who have lived in the country for decades and have strong ties to their communities. Both candidates say they would veto the Dream Act, a bill that would allow people who were brought to the country as children to earn legal status if they join the military or go to college. They support a military-only path to citizenship for this group.

Wrongfully imprisoned man awarded $25 million in damages

A Chicago man who spent 16 years in prison after being convicted of murder as a teenager has been awarded $25 million in damages after it was determined that he was wrongfully convicted.
Thaddeus Jimenez, 32, had spent nearly half his life in prison before being exonerated and released in May 2009. After being released, Jimenez then sued the city, accusing the police of ignoring evidence in his case, including a confession from another suspect, Juan Carlos Torres.

Nonetheless, Jimenez was tried and convicted twice and sentenced to 45 years in prison.
If the verdict stands, it will be one of the largest levied against Chicago in the city's history.
"The state's attorney's office … recognized an injustice had occurred and they corrected it," said Jimenez's attorney Jon Loevy. "They deserve a ton of credit for reopening the case … taking an honest look at it and correcting an injustice."
Jimenez is reportedly now working at a restaurant. "He's trying to figure out what to do for the rest of his life," Loevy said. However, last December, Jimenez was convicted on drug possession charges and could be headed back to prison for up to three years. His sentencing is scheduled for February 1, according to CBS News.

Former Penn State coach Joe Paterno dies

 STATE COLLEGE, Pennsylvania -  Legendary former Penn State football coach Joe Paterno, fired in November after 46 years as head coach in the wake of a child sex abuse scandal involving an assistant, died on Sunday, his family said in a statement.
 "He died as he lived," his family said. "He fought hard until the end, stayed positive, thought only of others and constantly reminded everyone of how blessed his life had been."
 Paterno, 85, the winningest coach in major college football history, died early on Sunday.
 He disclosed he had treatable lung cancer shortly after university trustees ousted him for failing to tell police about a sex abuse allegation years earlier against longtime assistant coach Jerry Sandusky.
 A shrine of dozens of votive candles remained lit at the foot of a statue of Paterno outside the football stadium that looms over the hospital where he died.
 "Joe was just so much a part of Penn State. He gave back. He loved the school," said Lynn Kyle, 58, a Penn State alumnus who lives nearby. "Penn State fans will always cherish what he has given to this institution. He was loved by all."
 A group of alumni who objected to Paterno's firing mourned the death of a coach known for pushing athletes to succeed in the classroom as well as on the football field.
 "The most significant tribute to Joe Paterno is the millions of fans - everyday men, women and children -- he not only entertained, but inspired to be better human beings," said the statement issued by Penn Staters for Responsible Stewardship. "When we lead our lives with generosity, commitment and humility, we carry on the legacy of Joseph V. Paterno, one of the truly great leaders of our time."
 Paterno had been in and out of the hospital since the cancer disclosure for treatment with radiation and chemotherapy, and also after he fell at home in December and broke his pelvis.
 But his family said on Saturday that his health had deteriorated in recent days, and asked that the family's privacy be respected "during this difficult time."
 "His ambitions were far reaching, but he never believed he had to leave this Happy Valley to achieve them. He was a man devoted to his family, his university, his players and his community," the family statement said on Sunday.
 A member of the College Hall of Fame, Paterno was head coach of the Nittany Lions for 46 years. With 409 victories at Penn State, he won more games in big-time college football than any other coach in the sport's history.
 But disclosure of the charges against Sandusky shocked the university and led to one of the biggest scandals in college sports history, and ultimately to Paterno's ouster on November 9, with just four games remaining in the football season.
 The move by trustees triggered demonstrations by students who felt Paterno was treated unfairly, and anger among some alumni. The two top officers of the university trustees stepped down this week.
 Sandusky, who has maintained his innocence, faces 52 counts of sexual abuse of boys over a period of 15 years, including some incidents at the football complex on campus.
 A Penn State graduate assistant testified to a grand jury that he told Paterno in 2002 that he witnessed Sandusky assaulting a boy in the showers at the football building. Paterno said he passed the information on to his boss, then Athletic Director Tim Curley. But no one told police, and the abuse continued for years, according to prosecutors.
 University President Graham Spanier was fired along with Paterno, and Curley and a former finance official in the athletic department face charges of lying to a grand jury about the alleged abuse.
 Sandusky is under house arrest awaiting trial on the abuse charges. He has pleaded not guilty.

Violent sex crimes by U.S. Army soldiers rise: report

Violent sex crimes committed by active U.S. Army soldiers have almost doubled over the past five years, due in part to the trauma of war, according to an Army report released on Thursday.
 Reported violent sex crimes increased by 90 percent over the five-year period from 2006 to 2011. There were 2,811 violent felonies in 2011, nearly half of which were violent felony sex crimes. Most were committed in the United States.
 One violent sex crime was committed by a soldier every six hours and 40 minutes in 2011, the Army said, serving as the main driver for an overall increase in violent felony crimes.
 Higher rates of violent sex crimes are "likely outcomes" of intentional misconduct, lax discipline, post-combat adrenaline, high levels of stress and behavioral health issues, the report said.
 "While we have made tremendous strides over the past decade, there is still much work to be done," Army Vice Chief of Staff General Peter Chiarelli said in a statement.
 "Many of our biggest challenges lie ahead after our soldiers return home and begin the process of reintegrating back into their units, families and communities," Chiarelli said.
 Violent sex crimes committed by U.S. Army troops increased at a rate that consistently outpaced the national trend, a gap that is expected to continue to grow, the Army said.
 The top five violent felony offenses committed by soldiers in 2011 were aggravated assault, rape, aggravated sexual assault, forcible sodomy and child pornography.
 Soldiers suffering from issues such as Post-Traumatic Stress Disorder (PTSD), traumatic brain injury, and depression have been shown to have higher incidences of partner abuse, according to the report.
 Soldiers with PTSD are up to three times more likely to be aggressive with their female partners than those without such trauma, the report said.
 The report also said that family abuse cases are typically underreported.
 As the largest branch of the U.S. armed forces, the Army has done the bulk of the fighting in Iraq and Afghanistan, including years of extended duty and repeated deployments. The rate of suicides among Army soldiers was steady in 2011 after years of rising, the report said.

 Un delito sexual violento fue cometido por un militar cada seis horas y 40 minutos en el 2011, dijo el Ejército, que actúa como el principal motor de un aumento general en los delitos graves de violencia.
 Las tasas más altas de delitos sexuales violentos son "resultados probables" de mala conducta intencional, disciplina laxa, adrenalina posterior a los combates, los altos niveles de estrés y los problemas de salud mental, según el informe.
 "Si bien hemos logrado grandes avances en la última década, todavía queda mucho trabajo por hacer", dijo el Vice Jefe del Ejército del Estado Mayor General Peter Chiarelli en un comunicado.
 "Muchos de nuestros más grandes retos por delante después de que nuestros soldados regresen a casa y comenzar el proceso de reintegrarse en sus unidades, las familias y comunidades", dijo Chiarelli.
 Los crímenes violentos sexuales cometidos por tropas del Ejército de Estados Unidos aumentó a un ritmo que superó consistentemente la tendencia nacional, una brecha que se espera que continúe creciendo, dijo el Ejército.
 Los cinco delitos graves de violencia cometidos por soldados en 2011, fueron asalto agravado, violación, asalto sexual agravado, sodomía forzada y pornografía infantil.
 Los soldados que sufren de problemas tales como el Trastorno de Estrés Post-Traumático (TEPT), lesión cerebral traumática, y la depresión se ha demostrado que tienen una mayor incidencia de maltrato en la pareja, según el informe.
 Los soldados con trastorno de estrés postraumático son hasta tres veces más propensos a ser agresivos con sus parejas que aquellos sin trauma, según el informe.
 El informe también dijo que los casos de abuso de la familia suelen ser reportados.
 Como la mayor rama de las fuerzas armadas de los EE.UU., el Ejército ha hecho la mayor parte de los combates en Irak y Afganistán, incluyendo los años de servicio prolongado y repetidos despliegues. La tasa de suicidios entre los soldados del Ejército se mantuvo estable en 2011 tras años de aumento, según el informe.

Black leaders to SC gov: You're a minority, too

Civil rights leaders bothered by South Carolina Gov. Nikki Haley's stance on issues like requiring voters to show their IDs at the polls are reminding the governor that she is a minority, too.
 "She couldn't vote before 1965, just as I couldn't," said the Rev. Jesse Jackson, referring to the Voting Rights Act that abolished poll taxes, literacy tests and other ways whites across the Deep South kept minorities from voting.

Jackson and other critics have said the law is merely a new, covert effort to take away the right to vote from older blacks and poor people, groups who historically tend to vote for Democrats and are less likely to have a driver's license or other government-issued ID.
 Both Haley's parents were born in India and came to South Carolina before she was born. Haley _ a Republican who became the state's first female governor _ never dwells on her heritage, but she has occasionally mentioned it in her inaugural speech or stories from her childhood. Almost all have the same theme of overcoming adversity.
 She refused an interview for this story, instead sending a statement through her spokesman, Rob Godfrey, defending her support of South Carolina's law requiring photo identification at the polls. The governor has said the measure is needed to prevent voter fraud.
 "Those who see race in this issue are those who see race in every issue, but anyone looking at this law honestly will understand it is a commonsense measure to protect our voting process. Nothing more, nothing less," Haley said in her statement.
 Haley has invoked strong rhetoric against the federal government and the Obama administration on the voter ID issue and two others. A federal judge temporarily put a halt to the state's law cracking down on illegal immigrants, while the National Labor Relations Board fought Boeing Co.'s efforts to build a plant in North Charleston that would employ 1,000. The board had claimed Boeing built the plant in South Carolina _ a right-to-work state where workers are not required to join unions _ to retaliate for past union disputes with its workers in Washington state.
 But leaders of the NAACP said after a Martin Luther King Day rally at the South Carolina Statehouse that they would expect a governor who experienced some prejudice growing up to have some compassion, especially when it comes to the voter ID law.

 "At the end of the day, it's one more governor who is willing to deify the dreamer and desecrate the dream," said Benjamin Todd Jealous, president of the National Association for the Advancement of Colored People. Jealous was referring to politicians that he said will give speeches praising King's work while at the same time supporting laws that undermine his message of equality.
 Haley was born in 1972, and her first memories came more than a decade after the height of the civil rights struggle, when South Carolina finally gave up allowing only whites to vote. Her family lived in Bamberg County, where about 50 percent of the 16,000 residents were black, according to the 1970 Census. Her father wore a traditional Sikh turban and taught biology at the local historically black college, while her mother was a middle school social studies teacher.
 During her 2010 campaign, Haley didn't make her heritage a point. But when asked, she wouldn't shy away from how her brown skin affected her life. She told a story about her third-grade classmates refusing to play kickball with her until they figured out if she was black or white. She insisted she was brown, and said instead of stewing about the problem, simply took the ball and ran to the field. Her classmates followed, and they played.
 One story she has repeatedly told is how she and her sister entered a children's beauty pageant in Bamberg County, which crowned black and white winners. Organizers didn't know where to put the girls, so they were disqualified.

 

 "I grew up knowing that we were different. But it's also the reason why I think that I focused so much on trying to find the similarities with people as opposed to the differences," Haley said during the campaign.
 Haley also wasn't around to hear Southern governors like George Wallace in Alabama rail against the federal government during the civil rights movement. In June 1963, Wallace briefly blocked a doorway at the University of Alabama as the National Guard tried to help two black students inside to register. He called the federal intrusion "unwelcomed, unwanted, unwarranted and force-induced."
 But NAACP leaders said Haley's fiery pledges to fight the federal government reminds them of that time five decades ago.
 On the King holiday last week when a thousand people rallied at the Statehouse to honor the slain civil rights leader, Haley was in Myrtle Beach talking to a tea party convention about how she plans to sue the Justice Department over its rejection of the voter ID law. She told them the hardest part of her job in her first year in office was dealing with President Barack Obama.
 "What they don't know is you don't mess with us in South Carolina," Haley said, pausing as the crowd cheered. "We're going to fight, and as much as President Obama has decided to continue his assaults on South Carolina, we're going to fight back."

North Carolina NAACP President the Rev. William Barber shook his head when he heard about Haley's comments. He was invited to the South Carolina King Day event to speak about the Confederate flag, saying it represented a "nightmarish vision of democracy." The flag still flies on the front lawn of the Statehouse after a compromise in 2000 pulled it off the capitol's dome.
 "It is quite eerie, on the day we remember Dr. King saying he hoped his children would grow up in a world where they would be judged by the content of their character, not the color of their skin, that a governor saying the content of my character is how many laws can I fight that have opened up democracy," Barber said.
 In her speech to the tea party, Haley dismissed a number of her critics, including Jackson, who gave the same line about the Voting Rights Act helping Haley in several stops across the state earlier this month.
 "Jesse Jackson was talking smack last week, so it's really a good track record, I'll tell you that," Haley said. "I think that means we're doing just fine."
