Notorious Oswego Co. child molester, convicted on 86 counts of abuse, to be released next month

One of the most notorious child molesters in Oswego County history is about to be released from prison.
Raymond Younis, now 52 years old, is scheduled to be released from the Cayuga Correctional Facility onJuly 14th after serving 16 years of a 20-year sentence for sexually assaulting a number of boys in and around the village of Phoenix in the mid-to-late 1990s.
On January 21, 1998, Younis, then 36 years old, pleaded guilty to 86 counts of sexual abuse - even though he insisted he was innocent. The victims ranged in age from 5 to 14 years old.  Police say there may have been dozens of victims,  but he was indicted for sex crimes involving 17 boys.
Former prosecutor Mary Felasco says Younis would befriend single mothers in the Phoenix area and then offer to baby-sit their children. Felasco said it wasn't until a boy at the Elm Street Elementary School talked with a teacher that police were able to raid Younis's home. Police found videotapes and photographs of Younis's sexual encounters.
Prior to his arrest,  there were "rumors" among people in Phoenix that Younis was a child molester. Those rumors later proved to be true.
Oswego County District Attorney Gregory Oakes tells CNY Central's Jim Kenyon that his office attended a sex offender rating hearing Monday, which will determine how Younis will be classified when he gets out of prison based of the likelihood of repeating his crimes.
Oakes says the State Attorney General's Office has "reached out to the Office of Mental Health" about the possibility of having Younis committed to a secure mental facility instead of being released to the community. Failing that, Oakes wants Younis classified as a "level 3" sex offender, which means he would be most likely to re-commit his crimes and remains a threat to the community.
Oakes said there was a hearing in Oswego County Court last week to determine Younis' sex offender status. He says Younisa did not attend the hearing but through his attorney did not object to being labeled as level 3.
